The Opportunity Zones Program, passed by Congress as part of tax reform in December 2017, aims to direct long-term private investment into underserved U.S. markets by providing tax incentives for deploying gains into specified census tracts. According to the Rockefeller Foundation, “Opportunity Zones have the potential to become the largest community development program in our nation’s history. Still, there’s much uncertainty about how much investment will flow into Opportunity Zones, what those investments will look like, and how they will impact people’s lives.” Gov. John Bel Edwards designated 150 Louisiana OZs, with 47 in two parishes: East Baton Rouge and Orleans. The entirety of downtown Baton Rouge, all of the New Orleans BioDistrict and Central Business District, and properties surrounding both Baton Rouge Metropolitan Airport and Louis Armstrong New Orleans International Airport all qualify, as do areas near Southern University, the Louisiana Tech Park at the Bon Carré Business Center, the Algiers Naval Support Activity and the NASA Michoud Facility.
